MAJOR Hanover Square improvements
The streets are FINALLY being redone!  We are aware that there are some inconveniences that come with this construction. Parking, noise, dust, access to garages at times. But these are all temporary and while not fun are necessary to get this job done. And when done will make EVERYONE here much happier and make us all feel much better about where we live.

We have been hearing from residents that they feel the contractors are only working a couple hours a day and then leaving... Let me assure you this is NOT the case. For the most part the contactors have been working almost every day for the last month with the exception of a few days either waiting for JULIE to mark utility locations, Repairing a electrical line that was accidentally hit, or waiting for concrete to dry.

All this stuff takes time to do. Also remember, Hanover Square is a fairly large complex. And not all sections are visible to each other. Just because you don't see them working by YOUR building, doesn't mean they are not working at all. They are probably working on another section out of your sight.

This project was a long time in coming. Your board of directors and management company have been working over 4 years to get this to become a reality. Attending a lot of meetings with contractors, Mayor, Village clerks, Village managers, village engineers, doing a lot of research and cost planning.

I and the board want to say a HUGE Thanks you to Mayor Rod Craig, Former village clerk Sherry Craig, Village engineers Rodger and Bill, Village manager Ron M., ALL the village trustees for making this project happen. I know we haven't always seen things in same light, but we all feel this will be an improvement not only to Hanover Square, but to the village as well.

There are some things that will be GREATLY enforced once this project is done. This is because this project costs hundreds of thousands of dollars and we do not want to have to do this again for another 30 years.

Any stalls found to have OIL OR GAS on them from leaking cars will be fined. Oil and gas will destroy the blacktop. You will either have to park cars that leak IN your garage, or park it outside the complex. Any damage done to the stalls will be the despicability of the unit owner. This includes the possibility of having the association hire a contractor to repair the damage and the cost being charged back to that unit owner.

SPEEDING will be STRICTLY enforced as well, New speed bumps ill be installed at a later date. but that does not mean its a speed open zone! 10mph is it! NO FASTER. We have a lot of children in the complex and we do not want them or anyone else hurt.

GARBAGE will also be closely watched. Garbage MUST be in CLOSED plastic bags and must be IN the dumpsters. Anyone found not puting their garbage IN the dumpster will be subject to fines. We are working hard to make Hanover Square look better, PLEASE don't make it look like a trash dump.

 

This was not a simple job to plan or do. Many factors had to be taken into consideration. Parking, curbs, concrete, storm sewers, drainage, handicap access, durability, garbage collection, sidewalks, preparation, enforcement, village codes, EPA requirements and the list just goes on and on.

After being built poorly to begin with, over 30 years of use, and poor planning and maintenance of the roads for years, it was time for this to be done.  Sadly it comes at a time when the housing market is very week and home prices in the U.S. are dropping. We, like many other communities have been hit hard by this and we simply did not have the funds to do this project. SO what were our options?

1. Do nothing. Just patch holes as we have for last 4 years.

2. Raise association fees to cover the over 1/2 million dollar project.

3. Work with the village to get project done.

We chose Option 3 for a number of reasons.

1. Time. The project could be done quicker (once it started)

2. Cost. If the village added this project with other projects it is doing in the village it could get a much better cost than if we did it alone.

3. Paying for it. Well WE are paying for this project. Not the village. Basically the village is giving us a loan to do this project. What does that mean for us? Well, it means our property taxes will go up to pay for it. This sounds bad at first, until you look at it this way....

Property taxes are deductible. (this all depends on your own personal tax situation) Association fees are not.

The village will get its $$ from Property tax money. If we did this by raising association fees, and people didn't pay their association fees, the rest of us who DO pay would have the Burdon of having to each pay MORE to cover those who didn't.

 

This project is much more than it appears. Here is a breakdown of what is being done.

1. New storm sewers. As you may or may not know. When these roads were first built in 1972 they only had 1 storm drain in each section. This was not nearly adequate and was part of the reason for the roads falling apart. Water and slush had no wear to go and just built up and under blacktop causing it to come apart.
New storm sewer lines were installed and more drains added.

2. NEW ROADS
Once again we are finding out that when these roads were first built in 1972 not only was there not enough base laid down but in some spots NONE AT ALL! Just blacktop on dirt. This meant that ground was soft. Causing it to flex and move were driven on, especially by delivery trucks or garbage trucks.
We aren't simply just repaving the roads. not just grinding off the top layer and laying new blacktop down. NO.... We are completely REBUILDING THEM.  They are getting totally dug up, new base that will be harder and make roads last MUCH better than before.

3. Curbs and Sidewalks
Many of the curbs that were badly damaged or were either sinking or lifting were replaced. Including some walks next to them so all is level again. As well as MANY Handicap accessible curbs.

4. Dumpster corrals.
YEP! those old wooded ones are gone. While the wood ones were fine back in the 70's they had become an eye sore, a maintenance nightmare and were just not configured correctly to allow the garbage trucks to get to the dumpsters correctly. Not to mention a fire hazard. Yes, at least two of them over the years have been rebuild due to fires.
NOW, they are better looking, stronger, in proper position not a fire hazard and have little to no maintenance costs.
They also will have concrete in front of them as well as reinforced blacktop to avoid the damage of the garbage trucks.

 

AS of Sept 9th 2010 all the MAJOR work is finished!  All that needs to be done is moving dumpsters back into corrals. We are HOPING to get NEW dumpsters as well.

Next spring we will be seal coating the drives, installing speed bumps, painting curbs and installing more signs.

The Village, Association Management, Association board members are all happy to have been able to get this project going and hope you all enjoy and love it! And even better news.... When we first got the estimate for this project The total was $580,000 . This was a BIG savings over the quotes we got on our own. I was quoted as high as $700,000. ... Well final numbers are still coming in, But looks like it will be closer to $425,000 ! over $150,000 LESS then original estimate!
